Promoted listings are a means for merchants to bid on their existing product listings to appear higher in search results on eBay. This means you need listings (which GoDataFede supports) and from there you will manage your promoted listings (if you are eligible to use the program). 

We'd like to emphasize that eBay promoted listings and the corresponding ad campaigns are not a part of the feed outright. The promoted listings program is an enhancement to the existing listings, which our feeds create. Promoted listings program is managed outside of the feed and any settings available in GoDataFeed.
